While 90 percent of the world’s trade travels on the ocean, “closer to 100 percent of the world’s information flows on the seabed in conjunction with satellites and that is something that is a gray zone area” vulnerable to “hybrid activity where it is difficult to point fingers,” U.S. Second Fleet Commander Vice Adm. Andrew Lewis said at an American Enterprise Institute webinar on maritime gray zone threats.
