Lester Millet III
President, InfraGard Louisiana Members Alliance

Lester Millet III has held the positions of Policy & Planning Director and Safety Risk Agency Manager for the Port of South Louisiana for the past Sixteen years, serving as a public / private stakeholder liaison on issues pertaining to Port Security and Emergency Preparedness, along with his policy & grant writing subject matter expertise. As a grant writer, Lester applied for, and received, a fifty thousand dollar PHMSA (Pipeline and Hazardous Material Safety Administration) grant to produce a Marine Pipeline Safety Outreach Program.

Lester is the current President of InfraGard Louisiana, recognized nationally amongst 77 Chapters as being one of the top Infragard Chapters in the country. As a member of InfraGard, Lester was the Lead Architect in developing the Louisiana Statewide Credentialing Program Next Generation JSOP & the InfraGard Louisiana School Safety Multi-Hazard Toolkit, both nationally recognized. Lester also serves as the InfraGard Sector Chief for Dams / Ports.

Lester has served as the Chairman of the Port of South Louisiana’s Facility Security Officers Workgroup for the past eleven years. With over a thousand members, this FSO Workgroup is one of the largest and best organized workgroups in the country, and his work serves as a national model for the USCG. Lester also chairs the Domain Awareness Subcommittee for the USCG District 8 Gulf of Mexico (GOM) AMSC.

Lester serves on numerous local, state, and federal committees, including the following: TWIC Stakeholders Communication Committee (National), USCG Sector N.O. Area Maritime Security Committee, USCG District 8 Gulf of Mexico Area Maritime Security Executive Committee, U.S. ATTY. Anti-Terrorism Advisory Council, Coastal and Marine Operators (CAMO) Steering Committee, Louisiana Sheriff’s Association Crisis Reentry Workgroup, Two separate LEPCs (St. Charles & St. John), two Mutual Aid Groups ( St. Charles & St. James ), the Tulane Homeland Security Studies Advisory Board, and the USCG Lower Mississippi River Waterway Safety Advisory Committee.

Lester is also assigned to the FBI New Orleans Cyber Taskforce through a special mutual aid agreement with the Port of South Louisiana, and is a LA-SAFE Fusion Liaison Officer.

Lester has previously served his community on the following Boards: St. John Parish Board of Adjustments (Chairman) & St. John Parish Planning & Zoning (Vice- Chairman).

Lester graduated from Southeastern Louisiana University in 1985 with a BA degree in Management, and has taken hundreds of hours of training in Homeland Security & Safety courses. Most notably, Lester is a certified LEPA (Louisiana Emergency Planning Association) Louisiana Emergency Manager and a certified FSO.

Notable: In 2014, Lester was the recipient of both, the Louisiana Technology Council Governor’s Award for “Growth Organization” of the Year, and the CAMO (Coastal & Marine Operators) Visionary Award. In 2016, Lester received the Louisiana Emergency Preparedness Association’s (LEPA) Dedication Award, and the USCG’s Meritorious Public Service Award. In 2017 Lester received the FBI Gulf Coast INLETS Award, and in 2019 Lester received the FBI N.O. / InfraGard Service Award. Finally, in 2020, Lester was the recipient of the prestigious GTSC HS Today Citizen of Mission Award.

Lester is a native of Louisiana and resides in LaPlace, Louisiana. He and his wife Vicki have two sons, Lester IV (34) and Christopher (27).

Lieutenant Commander Rey retired from the U.S. Navy after completing 33 years of active duty in the United States Navy’s Submarine Service. During that period he served on 5 submarines, 3 major staffs, and two tours in the Pentagon.

He started COTS Technology, a consulting company, supporting industry, academic, and government entities in operational and research endeavors with a focus on Robotic systems. Commander Rey was a key member that development and implemented Tulane University’s Long-term Estuary Assessment Group (LEAG) developing biosensors for Autonomous Underwater Vehicles.

Commander Rey’s most recent activities he established the Unmanned Aircraft System (UAS) program at Nicholls State University’s Geomatics’ program. This program was the first in Louisiana to receive an FAA approved Certificate Of waiver Authorization (COA) to fly in the National Air Space (NAS) in 2005.

Commander Rey established the Louisiana Pelican Chapter of the Association of Unmanned Vehicle Systems International (AUVSI) and Leads this statewide organization as the founding president.

Commander Rey Continues to work with companies to develop their UAS programs that meet the FAA’s Part 107 requirements. He is The Vice Chair of Louisiana’s Drone Advisory Committee (DAC).

He established a UAS SIG (Special Interest Group), aviation Sector Chief, and Serves as the President of InfraGard Louisiana Member’s Alliance.
